In the scriptures, it is completely prohibited from being used in the worship of Lord Shiva. While some people are often seen offering water to the Shivling with conch shells, however, it is not acceptable or appropriate. Even during the worship of Lord Shiva, you should not blow the conch shell.

The reason behind this is mentioned in the mythology.

According to the legend, there was a demon named Shankhachud who created havoc not only on Earth but in all the worlds with his atrocities. The Gods troubled by the atrocities of Shankhachud, then went to Lord Shiva and requested him to get rid of the demon.

To which, Lord Shiva (Mahamrityunjay Mantra: Origin And Significance) replied that the pot of Shankhachudha's sinful deeds is about to fill and as soon as that pot is filled, he himself will go to kill him. Lord Shiva challenged him to war after a while when the time came to kill Shankhachudha.

After the demon, Shankhachudha turned to ashes, the conch shell originated from the ashes of his body. Since Lord Shiva had killed Shankhchudha, conch is used in the worship of and offered to all the gods and goddesses but it is prohibited to offer conch to Lord Shiva.
